A cost pool is a group of costs affected by a single cost driver.

For instance, a payroll cost pool is affected by direct labor hours as the cost driver.

In the multioperation make-to-order process, a cost pool is used to assign a predetermined overhead rate to a manufacturing operation. This ensures accounting for the manufacturing operation overheads.
